Learners must pass this test before they can book a practical exam.
Emma Bush, managing director of AA Driving School, commented on the difficulty of the test. She said it was “easy to underestimate the level of knowledge required” to pass. She added that there are many reasons why someone might find the theory test challenging, leading to multiple attempts before passing. However, she emphasized that a high number of attempts is the exception rather than the rule.
The Cost of Multiple Attempts
The cost of repeated attempts can quickly add up. For the practical test, the highest number of attempts before passing last year was 21, which cost between £1,302 and £1,575 depending on when the tests were taken. Two individuals have taken the practical test 37 times without passing, spending up to £2,220 each.
These figures show how expensive it can be for learners to continue retaking the test until they pass. The DVSA has released statistics showing that the pass rates for the theory and practical tests in the 2024/25 financial year were 44.9 per cent and 48.7 per cent respectively. This means that almost half of all learners fail the theory test, and nearly half also fail the practical test.

This advice is part of broader efforts to tackle the backlog of tests and reduce the number of failed attempts.
